Who we are

Island Palm Communities LLC is a privatized military residential community providing homes, community amenities, property management and maintenance services to Military families. Island Palm Communities is a partnership between the U.S. Army and developer Actus Lend Lease, committed to improving the quality of life for Soldiers and their families. The partnership is building more than just homes; it is building communities that will help strengthen the relationships among Service Members in Hawaii.

Island Palm Communities has residential communities on Oahu located at Schofield Barracks, Wheeler Army Air Field, Fort Shafter, Tripler Army Medical Center, Aliamanu, Helemano Military Reservation, and Red Hill. Click here to view a map of our locations.

Island Palm Communities launched a 10-year community development plan in 2005, which includes the design and construction of more than 5,200 new homes and renovation of more than 2,500 existing homes. More than half of the planned new homes have been completed, and nearly 500 existing homes have been renovated – including beautiful historic homes from the WWII era.

What is my BAH used for at Island Palm Communities?

Your BAH is not a source of revenue for Island Palm Communities or the Army.  BAH is used to support property and maintenance management services of homes and communities, some of which include 24-hour home maintenance services, yard maintenance, maintenance of equipment and landscaping in common areas (playgrounds, community centers), utilities (water, electric, sewer), and family programs and activities.

 

Island Palm Communities Home Application Process

A. How do I begin the process of applying for a home?

Complete and submit an online Island Palm Communities Home Application upon receiving your orders and send a copy of your orders via email or fax (808-275-3729. A leasing consultant will work with you to secure a home when the Service Member signs into Hawaii.

B. What documents are required to secure a home at Island Palm Communities?

A copy of your orders to Hawaii should emailed to your Island Palm Communities leasing consultant prior to your arrival in Hawaii.

If your family orders have not been received, you will need to provide the following to your Island Palm Communities leasing consultant:

  • Marriage license (If spouse is not listed on orders or is not Command Sponsored)
  • Birth certificates (If children are not listed on orders or are not Command Sponsored)
  • Custody or adoption paperwork, if applicable
  • Pregnancy verification, if applicable
  • Copy of flight itinerary for dependents
  • Exceptional Family Member Program documentation, if applicable

C. Once I arrive in Hawaii, what do I need to begin in-processing?

Bring a copy of your orders or amended orders, your flight itinerary showing arrival of any dependents, and your most recent Leave & Earnings Statement (LES).

D. What are the Waitlist Guidelines and process for housing assignment?

Assignment Provisions
Housing will not be made available unless the service member has at least 12 months remaining during his tour, in compliance with the lease which is a 12 month commitment.  Service members married to other service members whose spouses accompany them on their tour are authorized assignment to family housing.  Unmarried service members with accompanying (Command Sponsored) family members are also authorized family housing contingent upon those family members residing with them on a full-time basis.

 

Eligibility
The eligibility date is entered our system and the Service Member is placed on the applicable waiting list by rank, number of bedrooms needed and location (north or south).  The eligibility date is defined as the date the soldier departed their last duty station as long as the Soldier applies for housing within seven days of arrival.  Adjustments to the eligibility date will be made for unaccompanied or other special duty tours.  When placed on the waiting list the Service Member will sign a form that commits him/her to notify Island Palm Communities of any changes in personal information such as phone numbers or off-post address.  Service Members must provide a copy of LES and Orders upon assignment to the waiting list.

 

Eligibility for housing is based on the following priority sequence:

Priority Class 1 Key and essential accompanied or unaccompanied military or civilian personnel (including Coast Guard) assigned or attached for duty at the Installations or at a Coast Guard or Marine Corps facility.
Priority Class 2 Accompanied military personnel (including active duty Coast Guard) assigned or attached for duty at the Installations or at a Coast Guard or Marine Corps facility.
Priority Class 3 Accompanied military personnel (including active duty Coast Guard) assigned or attached for duty within a 50-mile radius of the Installations or Coast Guard or Marine Corps facility.  Includes families who ERD and return to Hawaii requesting housing.
Priority Class 4 Unaccompanied family members of military personnel (including active duty Coast Guard) assigned or attached for duty at the Installations or at a Coast Guard or Marine Corps facility.
Priority Class 5 Accompanied military personnel – married and single (including active duty Coast Guard) -- assigned or attached for duty as stated in Priority Class 2 and Priority Class 3.*
Priority Class 6 Retired military personnel (including retired active duty Coast Guard) and spouses or widowed spouses of retired military personnel (including retired active duty Coast Guard).
Priority Class 7 DoD and federal agency civilians (other than designated key and essential)
Priority Class 8 DoD contractors
Priority Class 9 Non-military or non-DoD or non-federal agency personnel not included in priority categories 1 to 8 (general public).
 

 

Above includes spouses and/or Service Members who want to upgrade their bedroom size based on the addition of command-sponsored family members.  Housing will be offered to single pregnant soldiers or families where the spouse becomes pregnant during her third trimester of pregnancy, subject to availability of housing.

F. How does the home assignment process work?

Homes are assigned to you by rank, number of command sponsored dependents, and availability in each elgible community.

G. Do I need to pay any fees when I sign a lease with Island Palm Communities?

Pet fees are due upon move-in.  A $75 fee per pet is assessed and a maximum of two pets are allowed.

I. What are the restrictions on types of dog breeds?

To help ensure the safety of all Island Palm Communities families, there are restrictions on the types of dog breeds allowed in AHFH communities. J. What do I do if I have an Exceptional Family Member that requires a certain kind of home?

Service Members with a family member who is on Exceptional Family Member Program (EFMP) status must notify Island Palm Communities at the time they in-process for housing, and supporting documents should be produced at this time. Island Palm Communities will submit the medical documents to the Medical Board at Tripler Army Medical Center for review and recommendation. Families requiring accommodations for medical purposes must go through this process.  Island Palm Communities will do its best to offer the type of home recommended by the Medical Board.

If Island Palm Communities does not have a home available, it will inform the Service Member.

The medical review process takes approximately 10 business days. The Service Member and his/her family will be authorized TLA during the medical review process.

K. Who is given priority for a home?

In addition to Active duty Service Members with families, Island Palm Communities also welcomes:

  • Single Soldiers with a rank of E6
  • Bachelor Officers
  • Unaccompanied Soldiers of all ranks and Officers
  • DoD civilians
  • Military Retirees
  • Reservists
